WV PSC wants AEP/FirstEnergy to do something about their decrepit WV transmission system

Today, the staff of the West Virginia Public Service Commission has filed a Petition to Reopen to Implement and Expand Certain Commission Ordered Conditions Expeditiously.

To boil it down, the petition asks that the Commission order AEP and FirstEnergy to submit a plan for upgrading their transmission infrastructure in this state, particularly FE's Pruntytown-Mt. Storm 500kV line, within 30 days.

The Pruntytown-Mt. Storm line (we call it PMS, because we think the name fits!) has been identified as an impediment to power flows by PJM for years and was also singled out for re-build by Dominion in their plans for alternatives to the PATH project.  PMS is over 40 years old and the Petition relates that it recently went off line due to equipment failure, and the outage did not produce transmission problems.  Staff Attorney John Auville correctly points out that now is the time to rebuild and upgrade the aging fleet of high voltage transmission lines in West Virginia because we are currently in a time window of lowered demand.

The citizens of West Virginia worked together with our legislators to ensure passage of HCR 149 during the past legislative session.  HCR 149 urges that the West Virginia Public Service Commission act to review the condition of the Pruntytown to Mt. Storm 500kV transmission line owned by Monongahela Power, a subsidiary of FirstEnergy, and order the rebuilding and reconductoring of that transmission line as soon as is practical.  Today's Petition is the fruit of our labor.

What I find incredibly compelling is that while Mt. Storm-Doubs is in the process of being rebuilt, PMS failed, and the transmission grid didn't miss a beat.  There were no massive blackouts or brownouts.  We didn't all start setting up housekeeping in caves or historically regress in any way.  The power companies and the PJM cartel has been pulling our leg about the dire need for additions to the transmission system.

As an added benefit, the rebuilding and modernizing of existing transmission lines can be accomplished faster and cheaper than building new transmission lines such as PATH, and rebuilds do not require the taking of private property by eminent domain.  This is an incredible step in the right direction by West Virginia!

We've all been praising the state of Virginia for putting conditions on a re-filing of the PATH application, but I think West Virginia is going to push them out of the top spot with the best post-PATH move, but only if the Commission approves the petition.

Coalition off to a great start!

Many thanks to all of you who have joined the new Coalition for Reliable Power and utilized the tools on the website to take action!  We're thrilled to be off to such an auspicious start!

There's lots happening with the Coalition, and we've hardly gotten started!  Things are really going to get hopping next week -- come join the conversation on the blog!

The Coalition is not just for West Virginians!  We strive to be a resource for everyone interested in striking up a viable, public conversation about our energy future.  As many of the PATH opponents from Maryland and Virginia have found out, a lot of what is created by West Virginia's sometimes backwards energy policy affects those in other states.  We need everyone's help to effect change that will benefit all of us, even those beyond West Virginia's borders.  And we encourage you to develop ideas to take action in your own local community.

Membership is free and voluntary.  We're not going to "make" you do anything, except become an agent of change for the better.

Come.  Join.  Comment.  Take Action to better our collective future!

Join the new Coalition for Reliable Power!

Bill and I are debuting the new Coalition for Reliable Power website. Check it out here.

The old Coalition site will soon direct you automatically to the new one. All the old blog posts have been moved to the new site, so it's all still there!

We hope you will join the Coalition, and take just a moment to email Governor Tomblin and ask him to appoint a new PSC Commissioner on July 1.  You can do it with the form available right on the front page of the new website.  It's quick and easy!

We are looking for individuals, organizations and businesses to join with us in changing the future of energy policy in West Virginia to prevent future occurrences of projects like PATH and TrAIL. Membership in the Coalition is free and we are simply asking you to add your name to our cause. Even if you don't live in West Virginia, we still want you as a member of our new organization and encourage you to take similar action in your own state!

PATH spent millions of dollars of our money setting up front group "coalitions" and buying "coalition members" like Chambers of Commerce, the WV Coal Assoc. and former PSC Commissioner "spokespeople" to tout their project. Now we can show them how REAL grassroots action works by forming our own Coalition and taking action.  Sorry, I can't pay you to join like PATH did with their "coalitions"...

We need to set the stage to prevent PATH from attempting a come back later this year, which is what PATH and PJM are alluding to in the press. While we continue to chip away at the PATH project at a federal level, we also need to take action right here in West Virginia to create a vital public conversation about our energy future.

VA-SCC Public Hearing on MSD rebuild

The Virginia State Corporation Commission has scheduled local public hearings in the Dominion Power MSD rebuild case, PUE-2011-0003.

Hearings will be April 5 and 6 in Winchester and Purcellville. 

Since the MSD rebuild is a vital first step toward accomplishing Dominion's Alternative One, which will obviate the need for PATH, it's important that we show up.  You do not need to be a Virginia resident to testify at one of their hearings.

And, it might be fun to go to one of these hearings and support the proposal for a change ;-)

Rebuild of existing transmission lines, which require no new right-of-way at less than 1/3 the cost of PATH, is a win-win!

How to tell a Dominion contractor from a PATH contractor

With all the PATH contractors sneaking around and trespassing on private property in West Virginia, landowners have been faced with a dilemma (and no, I'm not talking about the dilemma of whether to take the shotgun or the dog who bites -- or both -- with you when you go to confront trespassers).  The West Virginia landowners who live along Dominion's Mt. Storm - Doubs transmission line, which PATH intends to parallel, are faced with the dilemma of identifying good (Dominion) contractors from bad (PATH) contractors on their property.

If you find yourself facing this dilemma, here are some guidelines from Dominion for making a proper identification:

Dominion employees carry ID and their contractors typically carry Mt. Storm-Doubs (MS-D) fact sheets and/or MS-D business cards with them or other means to show they are affiliated with Dominion. Dominion has provided these handouts to those they know are going into the field. These documents have Dominion's website, email, and contact 800 number printed on them so employees and contractors can let folks know where/how to get their questions answered. 

When Dominion or their contractors take soil samples, they mail the property owners in advance.  Before they begin construction, they will mail you again.  A few property owners in Jefferson County, WV have already been mailed and contacted about soil sampling
.

If you catch someone sneaking around your property who cannot produce identification that satisfies you (or you find something fishy about the story or identification you are shown), contact Dominion at 1-888-291-0190.

PJM schedules outages for Mt. Storm-Doubs rebuild

It looks like despite all their whining about how Dominion's Mt. Storm-Doubs line cannot be taken out of service for the rebuild without the PATH project being in service, PJM went ahead and scheduled the necessary outages.  It also looks like Dominon was right when they said it was possible to accomplish this rebuild WITHOUT THE PATH PROJECT.
